Head of Recruitment and Onboarding Department - Veolia Energy Tashkent (3-5 years of experience) Work Format: On-site Work Schedule: 5/2, 9:00 - 18:00 Address: 1 Furkat Street, Tashkent Description The main goal of the role is to manage the company's personnel recruitment and onboarding function: leading a team of recruiters and onboarding specialists, ensuring planned targets for vacancy closure and onboarding process efficiency, generating HR metrics reports, with a focus on HR process effectiveness and team development. Responsibilities: managing the work of the personnel recruitment and onboarding department, setting goals and monitoring KPI achievement; organizing the full recruitment cycle – from receiving a request and forming a search strategy to the candidate's start date; personally participating in closing key and complex vacancies, conducting interviews with candidates for leadership and critical positions; developing talent acquisition strategies and building a sustainable talent pool; implementing modern methods of candidate search, selection, and assessment: competency-based interviews, STAR interviews, assessment tools, psychometric testing, and other evaluation methods; developing and automating recruitment and onboarding processes, implementing and effectively using ATS/HRM systems and digital HR tools; organizing the onboarding and mentoring process for new employees, monitoring the timelines and success of onboarding; analyzing the effectiveness of recruitment and onboarding, including Time to Fill, Quality of Hire, cost per hire, probation period success, and satisfaction of internal clients and candidates; analyzing the labor market and recruitment services, managing interactions with recruitment agencies, headhunters, and HR tool providers; forming, defending, and controlling the budget for personnel recruitment and onboarding; providing methodological support and training to line managers on conducting interviews, assessing candidates, and effective onboarding of new employees.
